Saudi Arabia has secured its place as a significant contributor to artificial intelligence (AI) research worldwide, claiming the 15th spot globally in AI research publications for 2025. This ranking comes from the recently released Global AI Competitiveness Index, which assesses nations based on both the volume and influence of their AI-focused academic work.
Methodology Behind the Global AI Competitiveness Index
The Index evaluates nations using a range of metrics, such as the number of AI-related scientific publications and the citation impact of those works in respected journals. It provides a comprehensive overview of how countries are performing in the AI research sector, offering a benchmark for innovation and academic leadership.
Global Collaboration in AI Research Analysis
The research behind the Index is a joint initiative by the International Finance Forum (IFF) and Deep Knowledge Group (DKG). The IFF, a non-profit organization formed in 2003 with backing from G20 countries and global institutions like the UN, IMF, and World Bank, teamed up with DKG, a global think tank known for its work in AI, technology, and strategic industry innovation.
Saudi Arabia’s Contribution to AI Knowledge
The report emphasizes Saudi Arabia’s expanding role in AI research, having produced 29,639 AI publications. With a rate of over 823 AI-related publications per million citizens, the Kingdom is fast establishing itself as a research powerhouse in this field.
Surpassing Traditional Leaders in AI Output
This progress has placed Saudi Arabia ahead of several traditional research heavyweights, including the Netherlands, Singapore, Russia, Switzerland, and Sweden. The achievement reflects the Kingdom’s intensified efforts to build a dynamic research environment and promote innovation in AI technologies.

Meanwhile, the report notes that Mainland China leads globally with an impressive total of 769,000 AI research papers—a staggering 696% growth over the past decade. Japan and South Korea have also made their mark, both breaking into the top 10 and underlining East Asia's formidable role in shaping the future of AI research.
