In a major step toward enhancing infrastructure development across the UAE, Etihad Rail has entered into a Memorandum of Understanding (MoU) with the Abu Dhabi Projects and Infrastructure Centre (ADPIC). The agreement was formalized during the Abu Dhabi Infrastructure Summit (ADIS) 2025 and marks a significant milestone in aligning national railway initiatives with Abu Dhabi’s wider infrastructure and development goals.
Leadership Endorsement Underscores Importance of Agreement
The signing ceremony was held in the presence of His Excellency Mohammed Ali Al Shorafa, Chairman of the Abu Dhabi Department of Municipalities and Transport. The MoU was officially signed by His Excellency Shadi Malak, CEO of Etihad Rail, and His Excellency Maysarah Mahmoud Eid, Director General of ADPIC, reflecting a high-level commitment to advancing the Emirate’s infrastructure strategy.
Driving Integrated Planning and Strategic Execution
This new alliance will serve as a foundation for joint planning and coordination across infrastructure projects, allowing for synchronized efforts in engineering, design, and development. Both Etihad Rail and ADPIC will collaborate closely to explore synergies that align with Abu Dhabi’s five-year capital project roadmap, aiming to streamline implementation and boost operational efficiency across sectors.
Commenting on the signing, H.E. Shadi Malak said: “This collaboration with ADPIC marks a pivotal step forward in our mission to develop world-class railway infrastructure for the UAE, aimed at enhancing the lives of our citizens and communities. With the unwavering support and guidance of our Chairman, His Highness Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Etihad Rail is committed to delivering projects that align with the nation’s broader development goals, enabling the transportation landscape to be more efficient and accessible. Furthermore, this MoU reflects a shared ambition to deliver integrated, future-ready infrastructure that supports Abu Dhabi’s emergence as a globally competitive, connected, and sustainable capital.”
H.E. Maysarah Mahmoud Eid, Director General of ADPIC, added: “This strategic partnership with Etihad Rail exemplifies ADPIC's commitment to unified and optimized capital project delivery across Abu Dhabi. By aligning our infrastructure planning and governance frameworks, we're ensuring every project contributes meaningfully to national priorities while enhancing budget efficiency. This collaboration will drive private sector participation, strengthen our focus on liveability outcomes, and advance sustainability standards, all critical elements in building a resilient, future-ready Abu Dhabi that improves quality of life for its residents while supporting the Emirate's long-term economic vision."
Boosting Innovation and Private Sector Participation
At the heart of the MoU is a shared ambition to stimulate innovation and open new investment channels. The collaboration will actively promote private sector participation, especially around Etihad Rail’s station infrastructure and assets. The partnership will also focus on generating innovative solutions through joint research in areas such as urban development, infrastructure design, and strategic project execution.
Enabling Talent Development and Knowledge Sharing
Capacity building will be another key pillar of this collaboration. The two organizations plan to launch training initiatives and organize knowledge-sharing forums, including annual workshops, expert sessions, and industry conferences. These programs are designed to develop local talent, strengthen institutional capabilities, and foster a culture of learning and innovation across the infrastructure landscape.
A Model for Sustainable and Resilient Growth
Through this partnership, Etihad Rail and ADPIC are laying the groundwork for a future-proof infrastructure ecosystem. The initiative supports Abu Dhabi’s broader vision of economic diversification and sustainable development by merging expertise, encouraging private investment, and accelerating the rollout of smart, efficient projects. Together, they aim to build a transport network that is not only robust and integrated but also capable of withstanding the demands of future urban expansion.
ADIS 2025: A Launchpad for Regional Infrastructure Transformation
The Abu Dhabi Infrastructure Summit (ADIS) 2025 is fast emerging as a regional hub for collaboration and innovation in infrastructure development. Bringing together leaders from public and private sectors, the summit offers an unparalleled platform for exchanging ideas, exploring regulatory trends, and identifying opportunities for cross-sector growth. The Etihad Rail–ADPIC MoU is a strong example of the strategic partnerships ADIS seeks to cultivate, setting the stage for a transformative era in infrastructure planning and delivery.
