His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs, oversaw the signing of two Memorandums of Understanding (MoUs) between Etihad Rail—developer of the UAE’s national railway—and the governments of Uganda and Kenya. Representing Uganda was its Ministry of Works and Transport, while Kenya was represented by the Kenya Railways Company. These agreements were part of Sheikh Abdullah's official tour across several African nations, aimed at exploring opportunities for cooperation in key areas such as trade, infrastructure, investment, energy, and transportation.
High-Level Engagements Cement Bilateral Rail Cooperation
In Uganda, the signing ceremony took place in the presence of President Yoweri Museveni, where Shadi Malak, CEO of Etihad Rail, formalized the MoU with Uganda’s Minister of Works and Transport, General Katumba Wamala. In Kenya, the agreement was signed by Malak and Philip J. Mainga, Managing Director of Kenya Railways, during a ceremony attended by President William Ruto. These events marked a milestone in building stronger transport ties between the UAE and East Africa.
Advancing Transport Networks and Knowledge Sharing
These MoUs aim to lay a strong foundation for technical collaboration, transfer of railway expertise, and the exchange of best practices to enhance national and regional transport infrastructure. They follow a series of recent agreements signed between Etihad Rail and other African nations, including South Sudan and Chad, demonstrating the UAE’s broader initiative to support sustainable economic development and integrated transport systems across the continent.
Uganda and Kenya to Benefit from Enhanced Rail Infrastructure

The agreement with Uganda focuses on improving the country’s rail logistics and facilitating cross-border trade through the application of UAE expertise. It will help modernize Uganda’s railway system and stimulate regional commerce. Likewise, the MoU with Kenya involves conducting feasibility studies and sharing technical know-how aimed at revitalizing Kenya’s railway infrastructure. Both partnerships emphasize the importance of cross-border collaboration in driving long-term transport solutions.
