Regulators must try to stay ahead of the speed at which technology & financial innovations in virtual assets space are evolving, according to VARA.

The increasing prevalence of crimes facilitated by virtual assets, such as money laundering and illicit fund transfers, dominated discussions at the inaugural Intersec 2025 Policing Conference, which concludes today at the Dubai World Trade Centre (DWTC).

Addressing Challenges of Digital Currencies in the UAE

The conference provided a vital platform for examining the complexities and opportunities brought about by the rapid adoption of digital currencies in the UAE. Industry experts highlighted the need for robust frameworks to ensure the safe integration of virtual assets into the financial system while addressing associated risks.

Speaking during a panel discussion on combating crypto-enabled crime, Nicholas McNicholas, Senior Director of Regulatory Enablement and Enforcement at the Virtual Assets Regulatory Authority (VARA), said: “The rise of virtual assets has transformed financial crime globally, providing criminals with new avenues to move illicit funds and complicating anti-money laundering efforts. In the Middle East, Dubai’s position as a global financial hub and rapid digital asset adoption has heightened the need for balancing innovation with strict regulatory compliance to maintain Dubai’s reputation as a safe and dynamic market for digital finance.”

Regulatory Challenges and the Role of Technology

The swift advancement of technology and financial innovation in virtual assets has presented significant challenges for regulators. Policymakers are now tasked with developing adaptive strategies and fostering international collaboration. The conference emphasized the importance of public-private partnerships and advanced technologies, such as AI, to promote innovation while strengthening anti-money laundering (AML) and counter-terrorist financing (CTF) measures.

Insights from Global Law Enforcement Leaders

A key highlight of the two-day conference was the participation of over 50 expert speakers, including senior officials from organizations such as the Abu Dhabi Police, INTERPOL, the Metropolitan Police, and the UAE Financial Intelligence Unit. Discussions covered forward-looking topics like digital-era policing, strategic automation, drone operations, quantum-led crime, and the future of road safety.
