MoIAT Hosts The Interactive Council for Service Development

The Interactive Council converts the proposals of investors and manufacturers into actionable development priorities within 100 days

The Ministry of Industry and Advanced Technology (MoIAT) has held an interactive service development council in Dubai, bringing together multiple investors, manufacturers and suppliers to identify priorities for improving government industrial services, enhance industrial resilience, sustain supply chains and translate feedback into a concrete, time-bound action plan.

The “Interactive Council for Service Development” builds on directions established during the Ministry's Industrial Resilience and Supply Chain Continuity Forum held in April, which was led by His Excellency Dr Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology, alongside ministers and senior executives from the public and private sectors. The forum's outcomes emphasized the importance of transitioning from coordination to implementation and converting efforts into tangible and measurable results — enabling investors and manufacturers to participate directly in service development, identify improvement priorities, and accelerate delivery to support the UAE's attractiveness for industrial investment.

The Council focused on enhancing the role of the customer as a key partner in developing industrial services. The session also featured interactive discussions on key solutions to improve the journey of investors and manufacturers in accessing the Ministry's services, covering areas such as processing speed, the number of required documents, clarity of requirements, ease of digital platforms, and communication and follow-up mechanisms. The aim is to transition from service delivery to designing a comprehensive customer experience, in line with the UAE's vision of developing more efficient and proactive government services — supporting investors' and manufacturers' ability to make faster decisions, expand their operations, and enhance production and supply stability.

"Make it in the Emirates"

His Excellency Hasan Jasem Al Nowais, Undersecretary of the Ministry of Industry and Advanced Technology, affirmed that "in alignment with the UAE government's targets, the plans of the National Strategy for Industry and Advanced Technology, and the 'Make it in the Emirates' initiative, we are focused on developing smarter, more efficient, and proactive government services that support investors and manufacturers. Together with our partners, we continue to develop a service ecosystem that places the customer at the heart of the design and improvement process, delivering tangible development outcomes that enhance the UAE's position as a globally attractive hub for industrial and technological investment."

He added: "The Interactive Council represents a practical step toward strengthening the partnership with customers and converting their feedback into measurable development solutions. Over the past period, the Ministry has worked under the Zero Bureaucracy directives to simplify procedures, enhance digital integration, and develop the industrial investor journey — supporting the competitiveness of the industrial business environment and raising the sector's readiness to deal with various changes. The Ministry will study the priority challenges identified and develop an implementation plan to address them within a clear timeframe of 100 days, thereby enhancing transparency and impact measurement."

He further stated: "Engaging customers in service design strengthens industrial resilience and national economic security. The faster, clearer, and more proactive government services are, the greater the capacity of investors and factories to make faster decisions, expand their operations, and enhance supply chain stability." He noted that the Ministry's customers are essential partners in service development, and their proposals represent a practical input for improving the industrial investor experience and enhancing the sector's competitiveness — consolidating a more resilient, sustainable, and future-ready industrial ecosystem. He extended his thanks to all customers who participated and engaged actively.

Harnessing Agentic AI

During the Council, the Ministry highlighted its key efforts in developing industrial services, procedure simplification initiatives, and digital transformation projects, in addition to its direction toward deploying AI solutions to improve customer experience. Participants also discussed their visions for the future of the industrial investor journey in 2035, envisioning paperless services, free from repetitive requests, more proactive, and supported by artificial intelligence — advancing future digital transformation plans and contributing to a simpler and more effective experience for investors and industrial companies.

Hassan Khalid Sabt, Director of Government Services at the Ministry, said the deployment of AI solutions aligns with the UAE government's new framework, which aims to convert 50 per cent of federal government operations and services to Agentic AI models.

"We will analyze customer feedback and translate it into practical solutions that simplify procedures, reduce unnecessary requirements and enhance the industrial investor journey," Sabt said. "We view our customers as key partners in service design, and their proposals help us develop services that are more closely aligned with the real needs of factories and investors — supporting ease of doing industrial business across the country."

Interactive Participation

Participants took part in structured interactive sessions including a Priority Board, a Stop–Start–Continue exercise, and a Best Idea Award, aimed at identifying which procedures should be improved, discontinued or reinforced, and selecting the most impactful development idea put forward during the council.

The Ministry said the outputs of the council would serve as a practical foundation for developing more efficient and innovative services, identifying actionable initiatives to enhance customer satisfaction, raise the efficiency of industrial services and support the industrial investor journey - all in line with the UAE's ambitions to build a resilient and sustainable industrial economy.

The "Interactive Council for Service Development" embodies the Ministry of Industry and Advanced Technology's commitment to enhancing the quality of government services and linking them to economic impact — by empowering investors and manufacturers, facilitating business practice, and developing a more competitive and investment-attractive industrial environment, thereby contributing to sustainable economic growth, quality of life, and future readiness.
