In a landmark move, Abu Dhabi Future Energy Company PJSC – Masdar, the UAE's premier clean energy enterprise, has achieved a crucial milestone in the development of its ambitious 1GW wind farm in Kazakhstan. This milestone was formalized with the signing of the project's Investment Agreement, marking a new chapter in Kazakhstan's renewable energy journey.
Signing Ceremony at COP29 with Key Government Officials
The signing took place at COP29 in Baku and was witnessed by high-ranking officials, including H.E. Nurlan Baibazarov, Deputy Prime Minister and Minister of National Economy of Kazakhstan; Nurlan Zhakupov, Chairman of Samruk-Kazyna; and Mohamed Jameel Al Ramahi, CEO of Masdar. Representing Kazakhstan and Masdar in the signing were H.E. Almassadam Satkaliyev, Minister of Energy of Kazakhstan, and Abdulla Zayed, Masdar’s Director of Business and Project Development.
Masdar’s First Renewable Project in Kazakhstan
This wind farm marks Masdar's entry into Kazakhstan, Central Asia's largest economy, establishing a strategic clean energy project in the Jambyl region. Equipped with a 600-megawatt-hour Battery Energy Storage System (BESS), the project emphasizes Kazakhstan's commitment to sustainable energy and positions the country as a rising player in the clean energy sector.
Joint Development by Leading Energy Stakeholders
The 1GW project is a collaborative effort between Masdar, W Solar, Qazaq Green Power (a Samruk-Kazyna Group entity), and the Kazakhstan Investment Development Fund, with Masdar as the lead developer. This major investment underscores Kazakhstan’s growing reputation as a clean energy leader and will be one of the largest wind farms in the Commonwealth of Independent States (CIS).
Construction Timeline and Environmental Impact
Set to begin construction in the first quarter of 2026, the wind farm will ultimately generate enough power for approximately 300,000 homes in southern Kazakhstan. The project is expected to prevent 2 million tonnes of carbon emissions annually, reinforcing Kazakhstan's clean energy transition and environmental goals.

His Excellency Almassadam Satkaliyev, Minister of Energy of the Republic of Kazakhstan, said: "Providing 1GW of clean, emissions-free energy, wind farm in the Jambyl region demonstrates the scale of Kazakhstan's renewable energy ambitions. We are committed to achieving our net zero by 2060 target and pleased to be collaborating with the UAE and Masdar to accelerate the energy transition in Kazakhstan."

Masdar’s 1GW Wind Farm in Jambyl, set to be one of the largest in Central Asia, turns that commitment into more tangible progress in support of Kazakhstan’s net-zero ambitions. Moving forward, we will scale up with purpose – accelerating growth and harnessing AI to transform energy systems, to deliver more clean power with fewer emissions. This builds on the global mandate agreed in the UAE Consensus to triple renewable capacity and double energy efficiency by 2030.”

Supporting Kazakhstan’s National Climate Objectives
The project supports Kazakhstan’s ambitious renewable energy targets, which aim to expand the country’s renewable capacity to 15% by 2030 and to 50% by 2050, with a long-term goal of achieving carbon neutrality by 2060. This agreement builds upon the commitments made between the UAE and Kazakhstan during COP28 to bolster renewable energy development in Kazakhstan.

Established in 2006, Masdar has been pivotal to the UAE's role as a sustainability leader worldwide. With active projects in over 40 countries, Masdar aims to expand its renewable energy portfolio to 100GW by 2030, positioning itself as a significant global force in green hydrogen and clean energy.
