Masdar Secures 1GW Wind Farm Deal in Kazakhstan

A wind farm power purchase agreement was inked during COP29.

Abu Dhabi Future Energy Company PJSC – Masdar, the UAE’s leader in clean energy, has solidified its commitment to sustainable development by signing a Power Purchase Agreement (PPA) with the Financial Settlement Centre for Renewable Energy Sources Support LLP. This milestone pertains to a 1GW wind farm project in the Jambyl region of Kazakhstan.

COP29 Witnesses Historic Signing

The agreement was formalized during the COP29 summit in Baku, in the presence of Sungat Yessimkhanov, Kazakhstan's Vice Minister of Energy, and H.E. Sharif Al Olama, the UAE’s Undersecretary for Energy and Petroleum Affairs. Abdulla Zayed, Director of Business and Project Development at Masdar, and Gulzhan Nalibayeva, General Director of the Financial Settlement Centre, signed the contract.

Mohamed Jameel Al Ramahi, CEO of Masdar, said: “This agreement demonstrates Masdar’s long-term commitment to supporting Kazakhstan in achieving its ambitious clean energy goals. We are heavily invested in Central Asia with partnerships in several countries. This project is a major addition to our portfolio and plays an important role in ensuring we meet our target of 100 GW of renewable energy capacity by 2030. We look forward to working with Kazakhstan to develop its renewable energy capacity and advance its energy transition.”

Gulzhan Nalibayeva, General Director of the Financial Settlement Centre for Renewable Energy Sources Support LLP said: “This agreement is an integral part of the Investment Agreement signed between the Ministry of Energy of Kazakhstan and Masdar. It supports further advancements in our renewable infrastructure, contributing to a greener and more resilient economy.

Follow-Up to Recent Investment Agreement

This PPA follows Masdar’s Investment Agreement with Kazakhstan’s Ministry of Energy. The wind farm is set to be among the largest in the Commonwealth of Independent States (CIS) region, emphasizing Kazakhstan's strategic focus on renewable energy.

Masdar's First Project in Kazakhstan

This venture marks Masdar’s debut project in Kazakhstan, Central Asia's largest economy. Located in the southern region, the wind farm will incorporate a cutting-edge 600-megawatt-hour (MWh) Battery Energy Storage System (BESS).

Collaborative Development

Masdar leads this 1GW initiative in collaboration with W Solar, Qazaq Green Power (a Samruk-Kazyna Group entity), and the Kazakhstan Investment Development Fund. Construction will begin in the first quarter of 2026.

Energy and Environmental Impact

Upon completion, the wind farm will supply electricity to around 300,000 homes in southern Kazakhstan. It is projected to cut carbon emissions by 2 million tonnes annually, aligning with Kazakhstan's goal of increasing renewable energy capacity to 15% by 2030 and achieving carbon neutrality by 2060.

Strengthening Bilateral Cooperation

This project underscores the growing partnership between the UAE and Kazakhstan, following their commitment at COP28 to collaborate on regional renewable energy development.

Masdar’s Expanding Global Footprint

Since its inception in 2006, Masdar has played a pivotal role in advancing the UAE’s sustainability agenda. With projects in over 40 countries, the company aims to expand its renewable energy portfolio to 100GW and emerge as a leading producer of green hydrogen by 2030.
